Deconstruct-It!
Suddenly all things shredded are de rigueur. The DIY projects are pretty much endless. What will you need? Some sharp scissors and a creative spirit. (Or if you're really adventurous some knit needles a la Rodarte this season? If you figure it out - I will pay money for those tights. No really.)

Buy a pair of black tights that look similar and deconstruct them. You'll get the look...that is unless you have the money and want to just buy the Rodarte ones!
You can get the tights just like the Rodarte tights on GOELLE.NET and for way less, too. Lots of colors, not just black! Good luck!
